The Last Revealer Problem

RANDAO and PREVRANDAO ask one validator for a random number — but that validator can peek at the answer first and decide whether to give it to you. If they don't like the result, they can simply refuse and try again.

VEO asks many different validators spread out over time, including some who haven't even been picked yet. It's like shuffling a deck after everyone has placed their bets — the cards existed, but nobody knew which ones would be drawn.
